xF1 Add-on [TAC] Any Spam API 1.0.8

[TAC has been acquired by Yugensoft]

Changes:
Proofread and edited phrase lists.
Changed to uniform naming and version string format.
First pass code review and formatting cleanup.
Added bulk installer tool to the complete package.

This add-on specifically:
Renamed to 'Any Spam API'

- this bug seems to have just come from now where, strange AnyAPI has always been very stable, possibly introduced as part of the recent backward compatibility changes
